Fish die-off on L Owens

Did anybody read or hear about the fish die-off on the Lower Owens near Lone Pine? I heard that thunderstorms in the eastern Sierras and the issuing flash floods that came through the Lower Owens Valley, mixed with some work by the DWP might have contributed to the die-off. Here is all I have found.

Not heard about that. The article mentions laws and LADWP not following them…since when has the LADWP paid any attention to the law except where it served them? As fas as I've ever heard, they don't usually make a practice of being mindful of the law as regards their own actions.
How do you tie the fly to your hooks without killing them with the thread? I keep cutting them in half.
