so, is the concept to divert them at the fish ladder and send them directly to the CANNING PLANT?

At first I thought, hey what a great way to get our local steelhead over the checkdams under the 5 freeway......then I saw the ICED fish....nevermind.

I think the concept is for moving fish whether a fish ladder alternative or moving them in a processing plant.
